Embassy of Mexico Climate Change Luncheon (September 2010): On 20 September 2010, the Embassy of Mexico hosted an informal working luncheon for developing and developed countries and leading companies engaged in R&D and commercialization of technologies for mitigation and adaptation for discussion of proposed Tech Transfer mechanisms in the UN Framework Convention for Climate Change (UNFCC). Given the importance of IP as a driver of innovation at all stages of development, participants stressed the need to think creatively and to identify possible bottlenecks that may hinder dissemination of mitigating or adaptive technologies. Participants also surfaced issues relating to the lack of international agreement on what mitigating or adaptive technologies may qualify for international financial support as “clean technologies.” Others emphasized the importance of the UNFCC text remaining technology neutral so that solutions can be identified and adopted at national levels that meet the state of the market, even if they are not necessarily state of the art, to meet local needs and to create economic and social value and avoid precluding any future technologies. More broadly, there was agreement on the importance of continuing dialogue between stakeholders in the UNFCCC process, particularly given the key role of innovative companies in developing needed mitigating and adaptative technologies. More information on technology transfer in the UNFCCC negotiations is available here.
